You don’t have to free all rebels on the DLC’s map, the Main Game works fine, too. Large cages might have up to three rebels at once, if you are lucky. Be aware that they will usually engage in combat – so if you want to stay stealthy, wait until you have cleared out the whole area. Take out guards around them and unlock their doors with. They don’t count for this trophy, it has to be rebels.
